Self-isolation requirements are relaxed for fully vaccinated people and those under 18 from August 16, Sajid Javid said.
The health secretary said people in those categories who have come in contact with a coronavirus case will not need to lock themselves up during the 10-day isolation period once the change takes effect on the 16th. August.
It comes the week Boris Johnson vowed to tear up England’s coronavirus regulations in step four of the lockdown roadmap.
The so-called “freedom day” is expected on July 19, with the decision to go ahead or not made a week earlier.
He said the country will have to start “living with Covid” and confirmed that all legal restrictions against coronaviruses, including wearing masks, social distancing and nightclub closures, will end at Stage 4 of the government plan to ease the lockdown on England.
There has been some confusion as to why the self-isolation rules will remain in place if the lockdown ends on July 19.
Sajid Javid told municipalities it was about getting gunshots, with ministers hoping that Covid-19 infection rates will be lower next month.
Mr Javid told MPs: “We will soon be able to take a risk-based approach that recognizes the enormous benefits that vaccines offer both to people who receive the vaccine and to their loved ones as well.
“So from August 16, when even more people benefit from the protection of both doses, and when modeling suggests that the risks of the virus will be even lower, anyone in close contact with a positive case will no longer have to self-isolate if they have been fully vaccinated. ”
Those who receive their second vaccine near the August 16 date may still have to wait a little longer, as may people who are still waiting to be fully immunized.
He added: “If someone gets their second dose just before or right after August 16, they will have to wait two weeks, after which their second vaccine can take effect and give them these new freedoms.
“Step by step, step by step, we are replacing the temporary protection of the restrictions with the long-term protection of the vaccine so that we can restore the freedoms we cherish and the experiences that mean so much to all of us.”
