Dumpsters would be available to dispose of household items to prevent waste from being dumped in fields or public playgrounds.
But Tory Councilor Stephen Philpott said the idea of the Lib Dems controlling Gosport Borough Council in Hampshire would make matters worse.
He said the trash would be thrown out when the dumpsters were full.
“There would be… more fly tipping, not less. It’s a pile of garbage.”
