In a video posted to Twitter by Highways England, cars are seen driving through standing water after a brief period of heavy rain.
It occurs during a holiday weekend when people seek to return to the great outdoors after the relaxation of Covid-19 restrictions in April.
But the changing weather could leave people trapped and the agency, which manages the main roads in England, has issued a warning to drivers.
In a post on Twitter, Highways England said: “We are currently experiencing outbreaks of very heavy rain in the region, leading to some flash flooding. This was the previous scene at J31-30 # M62. The flooding has now subsided. Drive as per the conditions . “
The Met Office forecast for the rest of the weekend says heavy rains will continue, interspersed with sunny spells.
